Background

 

Mr. Kabir has spent 29+years of his career playing as a leading role as the Social & Industry evangelist for e-Development, Telecommunication, ICT for Development (ICT4D), Business Development and ICT Consultancy. He has unique quality of experience and contribution in an inclusive manner in multi-stakeholders of Private Sector, NGO & Civil Society, Public Sector Policy Makers, Academia and Media. He is known as Transformational Leader, Strategic Visionary, Elite Communicator, and Change Agent. 

 

Mr. Kabir is now a senior consultant on Business & Technology in Bangladesh. He was the Change management specialist and National Project Manager of World Bank project for ICT Road map development of Bangladesh. He also worked for UNDP as the management consultant for their Urban unit. He has been working as the consultant for different corporate, Software & ICT solution provider, Government sector, development partners, civil society for different projects.

 

He was the Founder, Managing Director & CEO of couple of IT and Software Solutions & Services Company employing over 40-60 Software engineers and technicians. Which provides value-added consulting solutions and ICT services to Bangladeshi organizations and leading global players and has specific expertise in ICT for Development. His company was the Microsoft Business solution provider and contributed a significant development in corporate sector.

 

Mr. Kabir has worked for12 years in a Dutch multinational company AKZO-NOBEL in the role of Deputy Controller and Head of IT. During that period, he has successfully implemented the information system of the Company. He has been the instrumental for re-engineering the overall business process of the company from the manual system to an ERP system. In the transformational process he also played a vital role for involving all the functional department and educating HR of the respective users of the departments. Overall implementation has created an impact of annual productivity both cost saving and efficiency of decision making.

 

He is also a mentor & HR development expert and contributed as visiting professor at various leading Public and Private universities, teaching Computer Science & Engineering, Business Strategy & Management, e-Business, and Intellectual Property in Computer Science, BBA & MBA programs.

 

Mr. Kabir has been contributed as the Secretary General & CEO of Association of Mobile Telecom Operators of Bangladesh (AMTOB) is the national apex body of all cellular mobile operators of Bangladesh since October 2012 to September 2018. He was also the Policy Advisor of Telecom & ICT Sector. During this tenure with this association, he has been successfully developed AMTOB as well reputed trade organization acceptable to government level as well as to all stakeholders. He has played an instrumental role for changing policy and regulations which facilitate the Industry and the Government. Some salient issues where his contributions were remarkable:  

 

  • Contribution in 3G, 4G launching & Spectrum Management: Played an instrumental role for effective consultation between policy makers, regulators and Mobile Industry for finalizing the auction guideline and launching of 3G, 4G (along with technology neutrality). His effective contribution has supported the objective for both Government revenue generation and Investment from Industry through spectrum auction management.

  • Successful Implementation of Biometric SIM verification: This was another revolutionary milestone for the Bangladesh where subscriber’s identity was ensured through Biometric verification with the NID database for both new SIM registration and existing subscribers. Mr. Kabir was the core committee members beside Policy makers and Regulatory bodies. This is one of the most successful achievements that had given each mobile customer an authentic identity. This has established citizen identity by mobile sim and also ensured verification of mobile users including protect and identify any misconduct by using mobile SIM.

  • Contribution in National Policy formulation: Active participation in drafting the National e-commerce policy, ICT Policy including revision, Broadband Policy, VAS guidelines, National Telecom Policy with Ministries, Regulators and relevant stakeholders. Existing NTP is well outdated where relentless effort has been put through stakeholder engagement, op-ed, talk show etc. To keep pace with the rapid transformation of Telecom and ICT sector of the country. He has tried to act as Policy advisor to the Govt. and the Mobile Industry and facilitated in resolving a notable number of critical and long pending issues. He principally believes that in crafting ‘Digital Bangladesh’ and thereby taking Govt.’s services to the door step of grass root people, Telecom & ICT is the vehicle. And from that belief, he is much passionate working with Govt. and the Industry.

  • Promote Investment opportunity in ICT and Telecommunication: In his long career Mr. Kabir have been a advent promoter of Bangladesh for extending outsourcing market for software and IT services export development. He also actively worked for enhancing investment in Telecom and ICT sector. Promoted Bangladesh in different investment and Business promotion events, branding Bangladesh in internationally along with the Business Chambers, Association, BIDA and other business promoting entities of the Govt.

 

He has been working as the top-level management in leading National Trade Business Chambers & Associations in Bangladesh; He was the former Sr. Vice-President of both Dhaka Chamber of Commerce & Industries (DCCI) and Bangladesh Association of Software & Information Services (BASIS). He was one of the founders of Bangladesh Telecentre Network (BTN); Founder and Vice president of Intellectual Property Association of Bangladesh (IPAB).

 

Mr. Kabir has played an instrumental role in the implementation of policy & process between Government and Private sector in Public Private Partnership (PPP) and Public Private Dialogue (PPD), which contributed to a major change in policy for private sector development. He is one of the founders for formation of BUILD (Business initiative Leading Development).

 

He has led various projects in National and International organizations which contributed to qualitative changes through capacity building and value creation for required objectives. As a national ICT expert, he has contributed to the National ICT Policy formulation committee and Telecommunication Policy and played a role in formulating the National ICT Roadmap for Bangladesh. Nurul Kabir has participated and contributed in WSIS Forums and Internet Governance Forums (IGF) on national and international levels during 2003.

 

Mr. Kabir was elected as a member of the .ORG Top Level Domain Global Advisory Council for 2012-2019.

 

Mr. Kabir also contributed in many International and National event as the Key-note Speaker, Moderator, Trainer and Panel Discussant. He has been contributing articles, opinions in different national daily newspaper and magazines as a writer and columnist.

 

Mr. Kabir is a certified final part of Cost and Management Accountant and Master of Management and Business Administration. He also earned diploma in Strategic Management, HR Management and Operational Development Management. He has also completed 3 months short course on Information Management from Malaysia. Certificate course on AS400 System Management and CL & RPG Programing from IBM. Apart from these he also completed a Senior Management development program from Netherlands.  

 

Mr. Kabir has been actively engaged with Rotary International movement and contributing humanitarian services. He is the Life Member of Assistance for Blind Children (ABC).
