Background

 

Andy Gan Lai Chiang supports the practice in client relationships with a focus on corporate governance, business transformation, mergers and acquisitions, management and implementation of financial systems and controls. He has extensive consulting and industry experiences and was involved in the threats, vulnerability and risks assessments of data centres in Singapore and overseas.

 

His initial training as a public accountant with Price Waterhouse prepared him for a career in the financial industry. His working experiences cover a wide range of industries such as in the shares, commodity and financial futures markets as well as the banking industry. Having sat on boards of companies in the health, agriculture and energy sectors he has invaluable knowledge of the functions and responsibilities of business enterprises. His background in audit, tax and corporate governance provides additional knowledge in building a stable environment in which businesses operate.

 

Mr Gan participated in the Singapore International Monetary Exchange (SIMEX) which was founded in 1984. It had an innovative trading arrangement with the Chicago Mercantile Exchange providing round the clock trading of futures instruments for customers in Singapore and the USA. At the same time, he sat in the Banking and Futures Committees of the Singapore Society of Accountants now known as the Institute of Singapore Chartered Accountants (ISCA) to participate in formulating accounting policies for derivative products. He was also involved in the Rubber Association of Singapore that was regulated by the Trade Development Board of Singapore. He also sat in the Nominations Committee and the Corporate Governance Committee of ISCA.

 

When Singapore liberalized its wholesale electricity market in 2001, Mr Gan was called upon to sit on the board of the Energy Market Company Pte Ltd (EMC) reporting to the Energy Market Authority of Singapore. The EMC clears all trades among market participants and set the daily wholesale electricity price of the country. His experiences in the dynamics of market trading mechanism and corporate governance have helped to grow EMC into an important clearing centre for the Singapore’s electricity market.

 

Mr Gan received his Degree of Bachelor of Commerce from the University of Western Australia and the Graduate Diploma in Accounting from the Curtin University, Australia. He is a Fellow Member of the Institute of Singapore Chartered Accountants as well as a Fellow Member of CPA Australia.

 

Mr Gan is also a public figure having been in community service since 1980. He participated actively in politics for 15 years, retiring in 2006 after serving as a Member of Parliament for Marine Parade Group Representation Constituency (GRC). In Parliament he sat in the Transport, Health and the Estimates Committees.
